A Denver police officer has been arrested on a second-degree assault charge after being accused of using excessive force against a 16-year-old boy.
Officer Charles Porter was arrested Thursday. He's accused of using excessive force against Juan Vasquez, who suffered a lacerated liver, kidney injuries and broken ribs in an April 18 incident.
Porter, 40, a member of the department's gang bureau, was suspended without pay. He has declined comment. He's a 12-year veteran.
Officials said officers saw Vasquez drinking alcohol and when they tried to contact him, he ran through an intersection towards the alley. Chris Baca said he witnessed the alleged assault.
"(I) looked in the alley and I saw a bunch of cops and a bunch of commotion," he said.
According to the court papers, the boy claimed an "officer stood on his back, as he laid on the ground, and jumped up and down three to five times causing him pain."
The report also states that "two Denver police officers witnessed the incident and identified the office as Porter.
Lt. Ronald Saunier said an investigation is continuing.
The Denver chapter of the Latino Peace Officers Association, composed of more than 80 police officers, asked Police Chief Gerry Whitman to turn the case over to the FBI for investigation of possible civil-rights violations.
