Plea Deal In Works For Prof. In Bathroom Tape Case

GREELEY, Colo. (CBS4/AP) ― The attorney for a former University of Northern Colorado professor accused of secretly videotaping guests at his home's bathroom says his client may reach a plea agreement.

That announcement came Monday during a hearing for Raymond Vance Fulkerson, 63, who was a theater professor at the University of Northern Colorado for 18 years until the allegations surfaced in July. The investigation began when a student told police he discovered a camera hidden in a clock in Fulkerson's bathroom.

Fulkerson resigned his tenured position in September.

Fulkerson's attorney asked a Weld County district judge to delay Fulkerson's preliminary hearing until Jan. 4 and said his client may reach a plea deal.

He faces 15 counts of sexual misconduct involving 13 young men.

Fulkerson says he initially used the bathroom camera to keep track of his aging parents.

The university hired an outside firm after Fulkerson's arrest to investigate complaints that UNC staff ignored repeated allegations about the former professor's behavior. UNC President Kay Norton said in a letter Monday that the investigation concluded that the university did not ignore complaints against Fulkerson, but it did fail to inform people who had complained about whether any disciplinary action had been taken.

"Did we have a culture which chose to think that we are not our brother's keeper? That it is not our responsibility if we are aware, maybe not of the specifics of somebody's behavior, but are not certain that this person is acting according to the standards of our community?" Norton said. "I think that we perhaps didn't own that it was our responsibility."

Norton said the investigation has prompted the university to review some of its policies, including its guidelines for UNC faculty offering private lessons to students, and standards addressing faculty-student interactions.
