Limo Driver In Accident Not Properly Licensed

A Denver city council member called for changes to the way the city regulates limousine companies and their drivers after an accident left a teenager in critical condition and her leg amputated.
Molly Bloom, 17, lost her leg when it got caught in the rear tire on prom night last weekend. Police said the driver, Stanley Sample, apparently started driving away as Bloom was getting in the vehicle.
Sample didn't have the license required by the city of Denver to drive a limo in the city because of his criminal background. Despite the fact Sample is a registered sex offender with two DUIs, he was still allowed to chauffer minors in Denver.
"As a parent, it just offended me to no end that he would disregard the courts order and the probation conditions and disregard the safety of these children," said Rosemary Rodriguez, City council president.
Sample worked for Fifth Ave 'N Style Limousine Company.
No charges have been filed because the Denver District Attorney was still reviewing the case.
"I firmly believe this gentleman would not have been licensed through our process and would not have been driving last week," Rodriguez said.
According to Denver's Department of Excise and Licenses, which regulates limo drivers, Sample never applied for a proper license.
Officials within the department told CBS4 that Sample's criminal record, including convictions in 2002 for contributing to the delinquency of a minor, misdemeanor sexual assault and DUI convictions in 2001 and 1997, would have likely barred him from getting the needed license.
The fine for not getting a city license is $100. In the entire metro area there are only 48 drivers who currently have the city of Denver limo license.
Sample was in Arapahoe County court on Friday for violating parole in a different case.
